As part of the scope of the Measure F bond listed above work is under way in the design process to create separate hubs, or “school within a school” centers for the 7-8 students attending the District’s two 7-12 campuses. Educational specifications were prepared and presented to the Board of Education in July 2008, which allowed the Board of Education to determine the parameters for the eventual facilities at both schools. Architects were subsequently hired to design both projects in preparation for construction with the sale of the second Measure F bond, which has not been confirmed yet, due to the economic climate.

These projects are in similar position with the Middle School Enclaves. Although the theatres and enclaves are separate projects, there is some overlapping in the design relative to the campuses.
What is Measure F?
On November 8, 2005, Newport-Mesa Unified School District voters approved a $282 million dollar school bond known as Measure F. The purpose of Measure F was to increase access to educational opportunities for students, provide facilities to meet current state educational requirements and improve student safety by completing specific projects through the school district. As part of the legal requirements and funding safeguards implemented, Newport-Mesa made a number of promises to the community that serve as legal covenants within the structure of Measure F including: N-MUSD will issue $282 million dollars in bonds, at legal interest rates, with new bonds being issued only if projected annual tax rates do not exceed those being paid (in 2005) by local taxpayers, guaranteed independent annual audits, a Citizens’ Oversight Committee and no funds for administrators' salaries.
