What is an Enclave?

Costa Mesa and Corona del Mar Middle School "Enclaves" 

As part of the scope of the Measure F bond listed above work is under way in the design process to create separate hubs, or “school within a school” centers for the 7-8 students attending the District’s two 7-12 campuses.  Educational specifications were prepared and presented to the Board of Education in July 2008, which allowed the Board of Education to determine the parameters for the eventual facilities at both schools.  Architects were subsequently hired to design both projects in preparation for construction with the sale of the second Measure F bond, which has not been confirmed yet, due to the economic climate.

Costa Mesa and Corona del Mar Theatres

Although the theatres and enclaves are separate projects, there is some overlapping in the design relative to the campuses. 

What is Measure F?

On November 8, 2005, Newport-Mesa Unified School District voters approved a $282 million dollar school bond known as Measure F. The purpose of Measure F was to increase access to educational opportunities for students, provide facilities to meet current state educational requirements and improve student safety by completing specific projects through the school district. As part of the legal requirements and funding safeguards implemented, Newport-Mesa made a number of promises to the community that serve as legal covenants within the structure of Measure F including: N-MUSD will issue $282 million dollars in bonds, at legal interest rates, with new bonds being issued only if projected annual tax rates do not exceed those being paid (in 2005) by local taxpayers, guaranteed independent annual audits, a Citizens’ Oversight Committee and no funds for administrators' salaries.

Newport-Mesa Unified School District continues to be on track with the projects specified for completion under Measure F.  Ten categories of projects were specifically built into the bond authorization in a fairly broad manner to accomplish the goals of Measure F:

  2. Seismic Safety Replacement – Fulfilling Measure A
  3. Facilities for Hands-On Science
  4. Redesign 7-12 Campuses for separate 7-8 and 9-12
  5. Promoting a Safe and Secure School Environment
  6. Physical Education Facilities for fitness and wellness
  7. Expand Facilities for Before and After School Programs; Preschool
  8. Teacher Training Center for 21st Century Demands of Instruction Technology
  9. Visual and Performing Arts Facilities; Redesign Elementary Multipurpose Rooms for Technology
  10. Redesigning On-Site Traffic Patterns for Increased Safety

Current Project Status

Members of the Corona del Mar community requested additional dialogue about their specific site enclave project.  Since the Costa Mesa middle school enclave project and Corona del Mar middle school enclave project are similar in educational scope, we wanted to provide an opportunity for feedback from the Costa Mesa community and staff about the Costa Mesa project in the same format as we are providing for the Corona del Mar community.

The Costa Mesa and Corona del Mar existing campuses are completely different in style and program operations so the concerns may be different between the two campuses.

For reference, some of the discussion points received thus far from the Corona del Mar community include: programmatic issues such as lunch schedules, differences between the Costa Mesa middle school program and the CdM middle school program, placement of lockers, will there be lockers, PE, the intiial physical location of the enclave and its placement on campus, as well as the new theatre location and capacity, etc.  We will continue to keep this website updated with current information and we encourage the Costa Mesa community and staff to provide discussion points about the enclave project at Costa Mesa Middle School via the Facebook group created.
