Newport-Mesa Unified School District has created Board Policy (BP) 5142.04 - Bicycles and E-Bikes to enhance student safety and provide clear guidance for students who choose to self-commute to and from school. This policy is effective starting in the 2026-27 school year.

Elementary & Middle/Intermediate Students (TK-8th Grade)

Students in elementary and middle/intermediate schools are strictly prohibited from possessing or operating E-bikes, E-motos, and other devices, as listed in the definitions of BP 5142.04, on school property, including the periphery of campus, at all times.
Students are encouraged to ride bicycles and are required to wear a helmet and participate in a bike safety training, along with other requirements outlined in BP 5142.04.

High School Students (9th-12th Grade)

Students in grades 9-12 may possess an E-bike on campus.
E-motos and other devices, as listed in the definitions of BP 5142.04, are strictly prohibited on any district property.

Students are required to participate in an E-bike/bicycle safety training program, along with other requirements outlined in BP 5142.04.

Mandatory Safety Education Requirements (all grades)

Bike safety education is mandatory for all grade levels to ensure all students understand safe riding practices.

Bicycle Permits (7-12 Grade)

Below is the policy distinction between manual bicycles and electric bicycles (e-bikes).

Permit Requirements: All 7-12 grade students planning to park a bicycle or e-bike on campus must obtain an authorized permit.
Permit Duration & Renewal: Permits are valid for one school year and require annual renewal.
Permit Stickers: The district will issue heavy-duty, weather-resistant permit decals that must be clearly displayed on the authorized student bike.
Enforcement: Campus safety staff and site administrators will monitor bike parking areas. Bikes found parked on campus without proper permits may be issued warning hangers or be locked by school personnel.
Designated Parking: Each school site will provide a customized map identifying specific designated parking areas for bicycles and e-bikes.

Note: Bicycle permits are not required for elementary students.

Essential Riding & Parking Safety Rules

Helmet Requirement: Students must wear a properly fitted and fastened bicycle helmet while riding their e-bike.
On-Campus Riding: Students must walk their bicycle or e-bike upon entering campus and at all times while on campus.
Security and Locks: Students are responsible for securing their bike or e-bike with a lock while parked. The district is not responsible for damage or theft of equipment.
E-Bike Charging: E-bikes must be charged prior to arrival at school. District outlets should not be used for charging equipment on campus.

Consequences of Non-Compliance: Permits can be revoked for failure to follow rules, including helmet requirements, riding without a visible permit placard, riding on campus, or blocking ingress/egress areas, and may be subject to progressive discipline.
