Thank you for your interest in becoming a Volunteer!

The District allows for approved volunteers to be on school campuses.

To be considered a Volunteer, please review the different levels of volunteers listed below, their respective requirements and submit an application through our Raptor Volunteer Management System.

Classroom/Non-Classroom Volunteers

The District recognizes and values the volunteers who provide a variety of services to our schools. To provide maximum safety for all NMUSD students and employees, the following information outlines each Volunteer Level and their respective requirements:

Level 1

Level 1 Volunteers

Definition: Non-classroom volunteers with more than limited contact with students, who are not always directly supervised by a certificated employee
Examples: volunteer coaches, mentors, paraprofessional counselors, overnight fieldtrip chaperones
Requirements:
1. Megan’s Law screening
  Undergo screening to determine if individual is a registered sex offender.
2. Tuberculosis (TB) screening
  Provide a certificate of completion or results showing individual is free of active tuberculosis, based on a TB Risk Assessment and/or Examination, completed within the last 60 days.
3. Mandated Reporter training
  Provide a certificate of completion of the Mandated Reporter course through the Newport-Mesa USD Keenan SafeSchools platform, completed on or after July 1^st of each school year.
4. Fingerprinting
  Submit fingerprints for criminal background/record clearance.
5. For volunteer coaches: additional certifications apply
  Provide certifications in and from district-approved formats and vendors.

Levels 2 & 3

Level 2 Volunteers

Definition: Classroom volunteers with either limited or more than limited contact with students, who are usually supervised at all times by a certificated employee
Examples: field trip chaperones, classroom helpers
Requirements:
1. Megan’s Law screening
  Undergo screening to determine if individual is a registered sex offender.
2. Tuberculosis (TB) screening
  Provide a certificate of completion or results showing individual is free of active tuberculosis, based on a TB Risk Assessment and/or Examination, completed within the last 60 days.
3. Mandated Reporter training
  Provide a certificate of completion of the Mandated Reporter course through the Newport-Mesa USD Keenan SafeSchools platform, completed on or after July 1^st of each school year.

Level 3 Volunteers

Definition: Non-classroom volunteers with either limited or more than limited contact with students, who are usually supervised at all times by a certificated employee
Examples: office helper, health office helper, library/media center helper
Requirements:
1. Megan’s Law screening
  Undergo screening to determine if individual is a registered sex offender.
2. Tuberculosis (TB) screening
  Provide a certificate of completion or results showing individual is free of active tuberculosis, based on a TB Risk Assessment and/or Examination, completed within the last 60 days.
3. Mandated Reporter training
  Provide a certificate of completion of the Mandated Reporter course through the Newport-Mesa USD Keenan SafeSchools platform, completed on or after July 1^st of each school year.

Level 4

Level 4 Volunteers

Definition: Community members who make a brief presentation to students at the school in the presence of a current NMUSD employee, or who serve in an activity in which there will be no contact with students
Examples: presentation for career day, school assembly, one-time presentation in classroom, Bingo night
Requirement:
1. Megan’s Law screening
  Undergo screening to determine if individual is a registered sex offender.

Preschool Level

In addition to the requirements of the respective level for which a volunteer is applying, all Preschool Volunteers are required to provide:

Statement of Good Health
Pertussis or whooping cough (Tdap) vaccination or immunity record
Measles, Mumps, and Rubella (MMR) vaccination or immunity record
Influenza (flu) vaccination record (current flu season) OR Influenza (flu) Vaccination Declination form

How do I complete a Megan's Law screening?

California's Megan's Law was enacted in 1996 Penal Code § 290.46. It mandates the California Department of Justice (CA DOJ) to notify the public about specified registered sex offenders. Megan’s Law also authorizes local law enforcement agencies to notify the public about sex offender registrants found to be posing a risk to public safety.

Our Volunteer Management System automatically runs all volunteers through the Megan's Law database to determine if any applicants may be a registered sex offender. No action is needed on the applicant's part to complete this screening.

How do I complete a Tuberculosis Risk Assessment and/or Examination?

Make an appointment with your personal care physician/provider or visit a local walk-in clinic* to complete a TB screening. You may present the linked TB Risk Assessment Questionnaire & Certificate of Completion (Spanish|Russian) to the screening. While the risk assessment is a form of TB screening, please follow the advice and direction of the health care provider should a TB skin test, QuantiFERON test or chest x-ray be recommended for your Tuberculosis (TB) screening.
Request a copy of your TB screening results and save the copy to the device on which you will be submitting your application.
Upload your TB clearance document as part of your volunteer application.

*Suggested local clinics include:

SOS Clinic at the BESST Center - for a limited time, TB screening (excluding chest x-rays and bloodwork) are offered at no cost to prospective volunteers. Clinic hours for this purpose are:
- Tuesdays 3pm-6pm
- Fridays 8am-11:30am
CornerHealth Urgent Care, Vital Urgent Care, CVS Minute Clinic, etc.

How do I complete a Mandated Reporter training?

California Senate Bill 848 requires that volunteers whose duties require direct contact with and supervision of children to be Mandated Reporters. Annual training on mandated reporting requirements related to child abuse will be provided in an online course on the District's training system, Keenan SafeSchools. The platform will deliver the course so that it meets the requirements of the law and offers the course in English and Spanish.

2. Take the assigned Mandated Reporter: Child Abuse and Neglect course

3. Need to pause on the training? Log back in using the Keenan SafeSchools Login listed above. Do not register again as this will create a duplicate account and reassign all modules.

4. Upon finishing all modules in the course, click on the Certificate button to view your Certificate of Completion.

I submitted my application. What's next?

Thank you for submitting your volunteer application!

Look for an automated email notification from our Volunteer Management System titled APPLICATION RECEIVED. This email is confirmation of your submission.

Applications are reviewed in the order they are received. If any adjustments or additional information is needed to complete your application, the District Volunteer Coordinator will reach out. Please make sure to check your inbox and spam folder so you do not miss any communication.

Received an APPLICATION APPROVED notification? Congratulations! You are now an approved volunteer for this school year.
To sign up for specific events and activities, please reach out to the school site for which you applied. When you arrive at the school site, make sure to bring a valid identification card. The office staff will support you in signing-in and provide you with a badge to wear for the duration of your time on campus.

Received an APPLICATION DENIED notification? Look for a follow-up email from the District Volunteer Coordinator. An application may be denied for various reasons, most commonly because a document did not meet district requirements or a function title selected did not match the description of volunteer services listed. The follow-up email will provide details on the reason an application was denied and any adjustments that may be needed.

Why is there a volunteer renewal process?

Volunteer clearances expire on June 30th. All volunteers must reapply to remain an active and approved volunteer.

Some requirements, such as the mandated reporter training, must be completed on annual school year basis. Other requirements, such as the Tuberculosis (TB) document, may not need to resubmitted if the clearance is still valid.

The renewal process will also provide an opportunity for volunteers to update the school sites for which they would like to volunteer and personal information.

How do I renew my volunteer clearance for the next school year?

Communication will be issued early July to Level 2 and Level 3 volunteers with instructions on renewing. The notification will be sent to the email associated with your volunteer profile.

Review your notification, which is tailored to your volunteer profile and will list the specific document(s) you need to submit for the next school year.
Obtain the required document(s) you need.
Submit a volunteer application with your required document(s).

Note: Level 1 and Level 4 volunteers may not receive a notification. These renewals are reviewed and renewed as applicable.
